The Portal service from Pushbullet allows user to transfer files from PC (laptop) and Mac devices over Wifi to mobile devices.

Steps to use the Portal service from Pushbullet:
1. The setup is easy and requires a user to install the portal app for a mobile device.
2. Once that is done a user needs to go to http://portal.pushbullet.com/ and scan the QR code, just like for WhatsApp where a user can chat via the web instead of a mobile device.
